Closed declaration

The sign in the image applies to all vehicles, riders, drivers of riding or draft animals, and livestock. Initially, the prohibition applied to drivers.

Because a closed declaration also entails use, this sign is also violated if the vehicle is parked. In those cases, the driver is often not present. A fine always follows, even if you say you pushed your car onto this road. Simply because you are NOT allowed to use this road.
