In situations where overtaking can be dangerous, road signs prohibiting overtaking are often placed. The round sign you see in the picture means “Prohibition for motor vehicles to overtake each other”. It means that as the driver of a motor vehicle, you are not allowed to overtake any other motor vehicle. The only vehicles you are allowed to overtake are cyclists and drivers of motor carriages such as snorfietsen, mopeds and vehicles for disabled persons.
A brommobiel is a motor carriage, but the driver of a brommobiel must follow the traffic rules that apply to motor vehicles. For the sign in the illustration, this means that mopeds may not be overtaken by other motor vehicles.
Bottom plates can be placed below the sign as shown in the illustration. The illustration indicates that you are permitted to overtake agricultural and forestry tractors in the depicted scenario.

This means that you are allowed to overtake cyclists, snorfietsen, mopeds and vehicles for disabled persons, but contrary to what many people think, you are also not allowed to overtake brommobielen, motorbikes, agricultural tractors, forestry tractors, limited-speed motor vehicles and mobile machinery.

When the sign F2, F4 or F8 is placed, the overtaking bans are over. Overtaking is allowed again, provided it is safely possible.
