You are obligated to obey traffic signs.
The following are the legal articles concerning traffic signs.

Article 62 of the Road Traffic Regulations (RVV).
Road users are obligated to obey traffic signs that contain a command or prohibition.

Article 63 of the Road Traffic Regulations (RVV).
Traffic signs take precedence over traffic rules if these rules are incompatible with these signs.

Article 63a of the Road Traffic Regulations (RVV).
Temporarily placed or applied traffic signs on the road surface take precedence over other traffic signs placed on the road surface if these traffic signs are incompatible.

Article 63b of the Road Traffic Regulations (RVV). 1. When traffic signs indicating a maximum speed indicate a higher speed than:

    1. the maximum speeds established in Articles 20, section b, 21, section b, and 22, or
    2. the maximum speed applicable pursuant to a ministerial regulation in accordance with Article 86a, or
    3. the speed indicated in Article 45, the lowest indicated speed applies.

2. If a maximum speed is indicated by both traffic signs on road signs and electronic signaling panels, the lowest indicated maximum speed applies.

Article 64 of the RVV.
Traffic lights take precedence over traffic signs regulating priority.

Article 64a of the RVV.
Traffic signs may be displayed on an electronic signaling panel.
